We ask the U.S. Department of Defense to reopen the investigation into the the July 12, 2007, attack that led to the death and wounding of a dozen Iraqis, including two Reuters staff, in New Baghdad. The investigation must consider whether authorizations to fire on civilians adhered to military code, and if those rules themselves were in line with international humanitarian law.
